5 Things You Need to Know Today: Aug. 20

Our weekday morning column, 5 Things You Need to Know, provides you with information that can help you plan your day and give you some fodder for water cooler conversations. 1. If you have a dog, you know they need regular walks, even if you have a fenced backyard. Why not walk them for a good cause? A dog-walk to benefit Milford Humane Society and Milford Animal Control will be held at 6:30 p.m. Wednesday. Registration is not required. The event is organized by the Young Adult Program at Milford Town Library. To join, just meet up in the library parking lot. POLL: Should Legal Proof of Residence be Required to Register a Car?

After the Supreme Court struck down most of Arizona's anti-immigration law, Gov. Deval Patrick is looking closely at the wording in a new budget provision.

Massachusetts Gov. Deval Patrick recently approved the majority of the 2013 state budget, however there were a few parts that he chose to veto or amend. One of them was wording that would require a proof of legal residence for anyone looking to register a car. "Patrick did not veto the provision outright, but instead asked lawmakers to consider an amended version. While the bulk of the revised language in the amendment was the same, a key change would remove the phrase 'proof of legal residence' and replace it with 'proof of residence in the commonwealth,'" an article on boston.com said. Milford Approves ICE Program to Screen Employees

Milford has agreed to participate in the ICE "IMAGE" program, which will allow the town to use federal immigration databases to verify employees' status.

Milford Selectmen have approved a partnership with a federal agency that will allow the town to screen employee information against a federal immigration database. Considered a symbolic step by town officials, the program will allow the town to make sure all employees are eligible to work in the U.S. It is considered symbolic because the town administrator said he is confident all employees are legally authorized to work. But officials say they hope participation will encourage Milford businesses to join the program, as well. "This would set an example for the rest of the businesses in the community, to go forward with this," said Town Administrator Louis Celozzi. Brazilian Leader Wants to Strengthen Education, Commerce Ties with Bay State

The country's president fielded questions from local Brazilians; one asked if she could help undocumented students attend college in the U.S.

Brazilian president Dilma Rousseff continued her historic first trip to the United States with a stop in Massachusetts this week. The first woman to become president of Brazil was greeted by Gov. Deval Patrick, as dozens of migrant families waved the green-and-yellow-Brazilian flag along Beacon Street, and students from Somerville, sang Brazil’s national anthem. UPDATED: Arrest Following Overnight Stabbing on Water Street

Milford police have arrested a 23-year-old man following a stabbing early Saturday.

Milford police have arrested a 23-year-old man and charged him with the stabbing of another man at 23 Water St. David Segundo Dutan-Guaman, 23, is charged with armed assault in a dwelling, assault and battery with a dangerous weapon, and two outstanding warrants that were unrelated to the crime. Dutan-Guaman is being held at Milford Police headquarters on $5,000 cash bail. According to police, officers responded at 2:19 a.m. to a reported disturbance at 23 Water St. Upon arrival, officers discovered a 21-year-old man had been stabbed. He was found a short distance away on Oliver Street after police followed a trail of blood that led from the suspect's apartment. The victim received a stab wound to the tricep area of his arm. DNA Sample, Reconstruction Approved in Guaman Case

A Worcester Superior Court judge on Friday approved a motion that will allow prosecutors to take a DNA swab from Nicolas Dutan Guaman, who is charged in the death of motorcyclist Matthew Denice.

WORCESTER — A Superior Court judge will allow prosecutors to take a DNA sample from Nicolas Dutan Guaman, who is charged in the death of Matthew Denice. And defense attorneys may conduct a mechanical examination of the Ford F-150 pickup truck that was involved in the collision. Superior Court Judge Janet Kenton-Walker approved the requests in a short pre-trial hearing Friday at Worcester Superior Court. The next hearing in the case is scheduled for March 20. Guaman, 35, is charged with second degree murder and several other offenses in the Aug. 20 death of Denice, 23, who was riding his motorcycle on Congress Street when he was struck and killed. Truck Owner in Denice Case Released

Pablo Guaman, who is accused of allowing his unlicensed brother to drive his Ford F-150 pickup, a brother who later was charged with hitting and killing motorcyclist Matthew Denice, was released from jail Monday pending another court hearing.

Pablo Guaman, who police say allowed his brother to drive his pickup truck, knowing he had no license, was released from state custody Monday while his court case continues. Guaman, 37, is charged with a misdemeanor offense: permitting an unlicensed driver to operate a motor vehicle. He was released on personal recognizance, but ordered by District Judge Robert Calagione to wear an ankle monitoring bracelet. He is not to leave Milford, where he lives, must surrender his passport and cannot drive unless he is licensed, Calagione further ordered. Guaman is the older brother of Nicolas Dutan Guaman, 35, who is charged with second degree murder and other felony charges in the death of Denice. Pablo Guaman Back in State Custody, Held without Bail

Pablo Guaman, who prosecutors say allowed his brother, Nicolas Guaman, to use his pickup truck, knowing he was unlicensed, is back in state custody and will be held without bail until a hearing Monday.

An Ecuadorian man who police say allowed his unlicensed brother to drive his pickup truck, a driver who later that night allegedly struck and killed motorcyclist Matthew Denice, is back in state custody. Pablo Guaman, 37, will remain held without bail until Monday, when a hearing at Milford District Court will determine the conditions of his release. Guaman was arrested Thursday and taken into federal custody by Immigration and Customs Enforcement agents. He was returned to Milford District Court Friday morning. The hearing, before District Judge Robert Calagione, was continued until Monday because a Spanish language interpreter was not available. Truck Owner in Denice Case in ICE Custody

Pablo Guaman, following an arraignment Thursday on a charge of allowing an unlicensed driver to operate a motor vehicle, was taken into custody on another charge by Immigration and Customs Enforcement.

Federal immigration authorities have taken into custody the brother of the man accused of killing motorcyclist Matthew Denice. Pablo Guaman is accused of allowing his brother, Nicolas Guaman, to drive his pickup truck on Aug. 20, knowing he was unlicensed. Nicolas Guaman later that night was charged in the death of Denice, a motorcyclist who police say was struck and dragged a quarter-mile in the road. Following an arraignment hearing Thursday in Milford District Court, on a charge of permitting an unlicensed driver to operate a motor vehicle, Pablo Guaman was released by a district judge under several conditions. Pickup Truck Owner in Guaman Case to Face Charge

Pablo Guaman is expected to be arraigned Thursday on a charge of allowing his brother, Nicolas Guaman, an unlicensed driver, to drive his pickup truck. Nicolas Guaman is accused of striking and killing motorcyclist Matthew Denice with the truck.

Pablo Guaman, who authorities say allowed his brother, Nicolas Guaman, to drive his pickup truck — knowing he was unlicensed — will be arraigned Thursday on a misdemeanor charge. Nicolas Guaman is charged in the Aug. 20, 2011 death of Matthew Denice, a motorcyclist who police say had the right-of-way on Congress Street when the Ford F150 pickup, driven by Nicoloas Guaman, struck him and dragged him for a quarter-mile.
