The energy that this department uses to curb dumping and other scofflawing has seriously declined in the passed few years. They NEVER issue a fine for anything. They used to have junk cars under their aegis and we had a plethora of junk cars. Now that chore has gone to another dept.who does issue fines and we have fewer but still too many junk cars
