I asked the police chief about this a few months ago, and a Milford town bylaw prevents people from going through people's trash or recycling.

than I ask again, why are these women continually being spoken to? They clearly are continuing to do what they have been told not to do. As Myd Nevins mentioned, identity theft is huge right now, why are these people being given the benefit of the doubt, that they are harmless?

I'm not sure about this but it may be that the bylaw didn't specify punishment. What is it you would like to do? $50 fine? They would have to collect a lot of cans to cover that. Imprisonment? The homeless might do it more just to get a meal and a warm bed. I think we should focus on drive by shootings and not worry so much about someone trying to make a buck by collecting cans.

I don't know that they're being given a pass at all. But, I wouldn't be in a position to say. You should contact the police chief by email and ask him about it. Every police officer has discretion about how they handle certain calls. I saw this woman, or a woman doing this, on Sunday. The shopping cart was filled to beyond capacity with plastic bottles and cans. I looked at her and felt sorry for her. It was obvious that was an effort that took hours, and it's cold out. That's just me. If I was the homeowner, maybe I would feel differently.

Yes Mary MacDonald you may feel differently if you were the homeowner. It happened to me once. My trash was spread all over the place, the trash man wouldn't gather it of course, so I was left to clean up the dsgusting mess. Trash picking is filthy, nasty, and has the potential to spread infection and diseases. And the taxpayers will foot the bill when these people utilize the ERs provided they are homeless, uninsured, etc. And the trash barrels are mine! They have no right touching my belongings. I'm sorry for their issues but I didn't create them nor should I have to pay for them. even though we already do. I'm sure there will be some do-goody, good liberal out there who will think I'm just terrible. And I don't care. Let's have them spreading filthy, bacteria-borne trash all over their yard and see how they like it.
