Milford Man Arrested on Exposure Charges

A 42-year-old man is accused of repeatedly exposing himself on Sumner Street, including in front of a mother and children waiting for a school bus.

Michael S. Bourie, of 14 Birmingham Ct., Milford, was arrested Thursday on three counts of indecent exposure and one count of open and gross lewdness, Milford Police stated in a press release. 

The charges followed a complaint made by a woman, who said a man had exposed himself on three days over the past week, while she was waiting with her children for the school bus on Sumner Street, said Milford Police Detective Jason Ball.

On two occasions, the woman said, he urinated in view of herself and the children. On a third occasion, this Tuesday, she said she saw him expose himself while masturbating.

After the third complaint, detectives set up surveillance Thursday morning, and observed Bourie cross the road — after the bus came and went — and exposed himself as he urinated in view of traffic on Sumner Street, Ball said.

Bourie was arraigned on the charges at Milford District Court. Following a competency hearing Friday, District Judge Robert Calagione released Bourie on conditions including that he live with his parents, have no contact with the victims, and that he undergo an evaluation at Milford Regional Medical Center.

In the competency hearing, a court-appointed forensic psychologist said Bourie is diagnosed with a psychiatric illness and is being treated by a psychiatrist. Dr. Alan Schonberger said he has concerns about whether Bourie is mentally competent to face the charges. 

"He is quite convinced that because someone is charged with a crime, they are probably going to be found guilty," Schonberger said.

Schonberger said he will continue to evaluate Bourie over the next several weeks. He told the judge his client did not pose a danger to himself or the community.

Bourie is next scheduled to appear in court on Nov. 29.
