Foxwoods MA and the Town may amend the Agreement.

The final section of the Summary of the Host Community Agreement titled, Amendments (Sections 4.1 and 13.14), states that "Foxwoods MA and the Town may amend the Agreement at any time by mutual written agreement. The Agreement may be amended to address any new rules, regulations or requirements adopted by the Commission or as may be necessary to comply with environmental permits and approvals. Additionally, on the first year anniversary of opening and annually thereafter, the Town and Foxwoods MA will review and negotiate in good faith the community impacts and payments to be made to mitigate such impacts. Any changes resulting from such negotiations will require that the Agreement be amended."

It is my personal opinion that this section requires the most attention and the most thought from all of us residing in Milford. 

Foxwoods has already proven that they are willing to renegotiate existing contractual obligations as demonstrated earlier this year when they restructured their debt obligations to their creditors as related to their Connecticut casino.

Not one of us out there can predict the future.  The dictionary defines the word "change" as : to make something or someone different.  There is nothing in this definition that denotes a change as being negative or positive.  It is we as human beings who attach the adjective. 

Before casting your vote make sure that you are aware that where things stand today could be entirely different tomorrow.  What about the next year or five years down the road, or ten?  Who may our Board of Selectman be?  What changes might they decide to make?  Who will be leading the Massachusetts Gaming Commission in the future? What changes might the state decide to make under a new Governor?

We, the residents, most likely won't have a voice in any of the possible amendments to the Host Agreement that may take place in the years to come should this casino come to fruition.  We only have one day to make our voice heard.  Please vote for our town on November 19th.
