Milford's budget could be as big as $110 million - WHERE WILL THAT MONEY BE COMING FROM?

Newly elected Milford Town Meeting Member Michael Soares wrote, in a comment at Milford-MA Patch, on September 17th, that Milford's budget could be as big as $110 Million in 5 years. Mr. Soares extrapolated that figure by assuming a 4% annual increase to the current $90 Million annual Town budget.
Where would the town get that money from? Will it need to increase taxes by 4% a year? On the other hand, the casino will be bringing a minimum of $31 Million in annual revenues, per the Host Agreement, if the casino is approved. (Michael Soares comment:
