Update on Casino Sewer Impacts

     The Sept. 13th  Milford Town Crier has an article on the Town’s Sewer Consultants’ mid-August addendum on their review of the Casino. (I love the Milford Town Crier and Milford Patch…they both publish better and more informative information on what goes on in Milford than what is included in the Milford Daily News and the Town’s website.).
    This article references four “improvements would be needed and should be made before accepting the additional wastewater”….from the Casino.    As I read the Agreement, the only one of these new concerns included is “Replace the existing East Main St. pump station and wet well…” or are the new “ Replace 400 linear feet of  force main on East Main St.“ and “Replace 300 linear feet of gravity main on East Main St.” improvements  covered under Exhibit D-3 Section 1. Project Sewer Extension.? 
     You will have to read the Agreement to follow my reasoning of what’s included….Under Section 7, p.D3-2, the Developer agrees to do certain improvements based on data collected prior to before construction for 8 weeks during wet weather season (usually late winter through early spring)(Section 4) . Then ,after the Developer and Sewer Dept. agrees that what they produce will cause problems downstream and at the treatment plant…then the Developer will make the downstream improvements, including improvements to the plant.
     However,  the “addendum notes that these improvements could be re-evaluated depending on how successful  Foxwoods Massachusetts is in terms of removing 1.7 million gallons per day of ’groundwater ’inflow and infiltration’ (I/I) from the  sewage system….”   and that “ The removal of a significant volume of I/I could result in a reevaluation of the recommended improvements at the WWTF (wastewater treatment facility).”   
     Someone help me feel more comfortable in all this. Our consultants have concerns in our being able to handle the sewer impacts.  The Developer agrees to some of the improvements with contingencies, based in part on studies not to be done until 8 weeks prior to start of construction, and they have to also prove that they can remove 1.7 million gallons per day of I/I….then our consultants will do a reevalution of the impacts to see if their current concerns are met. I’m only reading what I find online, but I would like to hear more from someone who has more information to convince me that the sewer  system will work before I vote, not a minimum of 8 weeks prior to construction.  
    I would love  to get a bunch of $$$$  to help my town, our businesses, reduce taxes, and get jobs for everyone. But there is a reason I chose the name of Doubting Thomas (def. a person who refuses to believe anything until they are given proof.)….the 1780 is when Milford became a town.  I enjoy casinos, I would love to not have to drive about 20 miles (Twin Rivers), but a similar  half hour plus drive may be like going  through town or by Dilla St. to get to Foxwoods at Milford, if traffic improvements don’t work.  It can take that long now sometimes without the Casino traffic. This sewer issue concerns me and I have other questions…see my other comments in this blog. I hope someone can help me answer these questions and concerns, either in this forum or at the public meetings to be held before the Nov.19th vote.
