Should Student Contribution Funding begin during Construction Phase?

     Exhibit A. p. A-2 …Sec. 4. Student Contribution Amount…. Does the definition of Developer include all the contractors doing the construction? Casino Manager only covers employees after the Casino is open. If the Developer’s estimates are correct,, up to 3000  construction workers will be in town for 3-5 years prior to the Casino opening. If they are local workers, as promised, their kids might be in Milford schools. The definition of Developer, for the purpose of the construction period, should be expanded to cover contractors hired for the construction of the Casino, to cover any new students due to construction workers for Casino project, and to cover costs to the town due to their students attending Milford schools. This provision could cover more kids than, as I remember their initial impact assessment of 20 new students and “no non-English speaking students”, but the agreement should provide for construction worker kids also, since the numbers could be significant.
