      Developer “shall assist the Town in becoming a member of Metro West Regional Transit Authority (“MWRTA") and expanding the MWRTA service to the Project and within the Town.”  Currently, the MWRTA Milford line has 1 Milford stop in the AM and 1 stop in the PM on weekdays. There is no weekend service. This line has 1 AM and 2 PM stops at the Framingham MBTA Train Station.   At the most, there are 5 AM and PM stops in Holliston.  Unless there is a major expansion, there will be minimal benefits for the Casino and Milford.
    In this section, the Developer “will consider” providing a shuttle from Franklin’s Commuter Rail Station  to the Project. Maximum benefits could come from both proposals by including more local stops on both systems and time the stops to the train schedules. 
   Alternatively, in Exhibit B . Business Operations and Marketing Obligations,  Sec. 1(d) the Developer agrees to work with local and regional hoteliers, including a possible “customer shuttle system”. Since public transportation is minimal in the Milford area, perhaps the Developer could expand on this concept to include an employee shuttle system. At a minimum the shuttle should be timed to shift changes during the 24 hour operation. This will also reduce local traffic impacts. Now that we are dreaming, the shuttle could be used by employees and Casino customers to get access to local businesses and spend the $50,000 in vouchers/gift certificates offered in Sec. 1(b).
