Casino Construction Jobs

     p.C-2  Sec.3(b)(ii) The Developer offers a goal of  95% of Operational workforce to be from Milford and within 50 miles of Milford.  Sec.2 Construction Jobs mentions no such goal… “Developer shall work in a good faith, legal and non-discriminatory manner with the Project’s construction manager to give preferential treatment to qualified Town Residents for contracting, sub-contracting and servicing opportunities in development and construction of Project.” Will preferential treatment also be given to residents within a 50 mile radius after qualified, Milford Town residents are hired? 
    Remember, this is a business. Local sub-contractors will have to out bid , or at least be close, to be considered by Project’s construction manager. The main contractor for the Casino will probably be someone who has built Casinos before. The main contractor for the major 495 overpass will be someone with the equipment and expertise in such construction and also with expertise in blasting for rock removal. Both Contractors will bring in many of their own people and then consider local people. Hopefully, local contractors will stand a good chance to outbid on the local traffic projects and sewer construction. 
    Interesting, on Wed. I just received a notice for a Foxwoods Job Fair on September 26th. So Foxwoods will discuss hiring Casino workers for a project that is 3-5 years away., and it hasn’t been approved by the Town yet. Also interesting is that the flyer states “We currently estimate the Milford resort complex will generate approximately 2,500 construction jobs.” In the Agreement, on p.C1 of Exhibit C, section 2(a). “The Developer shall use its best efforts to create and maintain three thousand (3,000) construction jobs at the Project.” 
  So Foxwoods signs an Agreement on Monday estimating 3,000 jobs and by Wednesday we lose 500 jobs. Actually the loss was sooner, maybe before the Agreement was signed, because the flyer would have had to be printed and mailed by Tuesday for me to get it Wednesday.  Is that a “best effort”? 
    I also went to their jobs website to see what type of construction jobs are available. There are 15 jobs listed as “construction/infrastructure”. When you click on them there is no further information as to what the job is supposed to be. This isn’t very helpful for people seeking construction jobs.
