The Milford Youth Center will no longer have to raise funds to cover utilities for its building, under a proposed budget change that will go before Annual Town Meeting voters this month. The $27,000 line item, instead, will be covered under the town expenses, as is the case for all other buildings in Milford operated by the town government. The amount is based on prior history of utility payments, said Amy Tamagni and Michael Walsh, members of the Milford Youth Commission. Milford Town Meeting voters will be asked to approve a tax incentive for a planned expansion of the Biomeasure facility that town officials say will lead to increased job opportunities. The TIF proposal, or tax increment financing proposal, would provide a 70 percent decrease on the property taxes for the expanded facility in fiscal 2013, gradually decreasing to a 10 percent break by the seventh year of the 10-year agreement. The company, located at 27 Maple St., is a subsidiary of Ipsen. It already has a Tax Increment Financing (TIF) agreement with the town and state, and the new agreement …
A noise bylaw that supporters say should relieve problems in congested neighborhoods — where neighbors keep each other awake with parties, barking dogs and other intrusive noises — will go to Annual Town Meeting for a vote. Milford Selectmen voted 2-1 to put the bylaw, as proposed last year, on the warrant for the Annual Town Meeting. Specific exemptions are expected to be added to reflect any concerns from the town's police chief, whose officers would enforce the new rules.
