Milford Selectmen Complete Town Administrator Interviews
Selectmen are expected to decide later this month among five candidates for town administrator.
Milford Selectmen completed interviews with five finalists for the open town administator position Tuesday, conducting interviews with the last two candidates. Candidate Mark Stankiewicz, the former town manager in Plymouth, withdrew his application before his interview. Selectmen will meet on Feb. 25 to discuss the applicants and make an appointment.
The interviews were broadcast live on Milford TV, which will place the video on its YouTube page. The Feb. 6 broadcast of interviews with the first three candidates — Noel Bon Tempo, John D'Agostino and William Kingkade Jr — is now available.
These are the candidates for town administrator:
Barbara A. Auger, of Milford. The town treasurer since 1997, she holds a BS in business administration from Stonehill College, with a major in accounting, and took two years of program courses toward an MBA at Babson College. In her interview, Auger emphasized her experience in both municipal government and corporate finances. Prior to her election as town treasurer, she worked for 18 years in corporate positions, including at EMC Corp. in Hopkinton, and companies in Natick and Cambridge.
In addition to serving as the town treasurer, an elected position, Auger said she is the district treasurer for two school systems, including Blackstone Valley, a 6-hour-a-week position she said she fulfills on weekends and early mornings.
As town treasurer, she oversees accounts including a $14.2 million budget, $41.6 million in cash and $35.9 million in debt. She coordinates annual renewal of the employee health insurance program. She was the only candidate who mentioned a decision on the casino proposal as being one of the issues facing Milford.
Her family, including two daughters, live in the town, as do her parents.
"I have a vested interest in this community," she said. "I want to see the community succeed in the future."
Noel G. Bon Tempo, 51, of Milford. Bon Tempo is an attorney and a government and civics teacher at Milford High School. He has had a legal practice in Milford since 1998, and previously was an attorney in Boston. He has worked full-time at Milford High since 2004, where he teaches classes including Legal Topics and the Mock Trial class. Bon Tempo also is a member of the town's Conservation Commission and has been a Town Meeting member since 2003. He is a lifelong resident of Milford and the father of six children.
Bon Tempo obtained his law degree at the New England School of Law in Boston, and a bachelor's degree in history at Boston College.
In his interview, he emphasized his analytical and communications skills, his ties to the community and an ability to handle pressure.
"Pressure is usually an indication of the challenge," he said. "I have to perform. That’s how I handle pressure. [I take that] energy and move it in a constructive direction, to get something accomplished."
John D'Agostino, 55, of Mansfield. D'Agostino is the current town manager in Abington, a town with 95 employees on the South Shore, but his contract recently was not renewed by selectmen. Prior to his appointment in 2010, he served as town manager in Mansfield from 1997 to 2009. He previously was town administrator in Blackstone, and was municipal grants manager for the city of Springfield. He holds a master's degree in public administration from the University of Hartford and another in human resource development from American International College. He earned a bachelor's degree at Syracuse University.
In his inteview D'Agostino emphasized his 31 years of experience in public service, his understanding of municipal finance and a track record of attracting commercial and industrial development.
"If there is an opportunity to attract industry, that’s what you want to do in Milford," he said. "It becomes a more livable community when you work in the community you reside in. I would look at trying to establish a strong economic development initiative. You have a very diverse base now of retail and business. You have a good foundation. It can be expanded upon in future years."
William E. Kingkade Jr., 37, of Milford. Kingkade is manager of automated fare collection programs for the Massachusetts Department of Transporation MBTA. He manages $18 million a year generated by the various Pass programs. He has worked for the MBTA since 2006, and previously worked for the state Department of Public Health as a liaison to local governments, and briefly as a middle school teacher. Kingkade is a member of the Milford Finance Committee. He previously served three terms on the Milford School Committee.
Kingkade holds a bachelor of arts degree in political science from the University of Massachusetts Amherst.
In his interview, he emphasized his 17 years of experience in state and local government, and close ties to Milford. He is a lifelong resident whose family lives in town. He described himself as goal oriented and resourceful.
"I am confident in knowing who I am, where I’m from and most importantly, knowing who the people are in this town that we have each invested so much in over the years."
Richard Villani, 55, of Milford. Villani is an attorney in private practice in Milford, and a trustee of the Geriatric Authority since 1993. Prior to opening his business, he was a partner at Consigli, Brucato and Villani, and an associate attorney before that. From 1988 to 2003 he was an instructor at Newbury College in Brookline.
He obtained his law degree at Suffolk University in Boston, and his bachelor of arts degree at Worcester State College (now University.)
In his interview, Villani emphasized his analytical and communications skills, and knowledge of the town. "I see this as an exciting opportunity to serve the town I was born and raised in," he said. Villani told selectmen he has reviewed town budgets and met with several department heads since applying for the position. "When you have your own business, you are accountable," he said. "You are responsible. I feel I will bring those traits to the position, should I be selected."
